韓国のソウル弁護士会とベトナム弁護士会は4月17日、ソウルで記者会見を開き、韓国軍による一般市民虐殺を調査し補償するよう韓国政府に求める共同声明を発表しました。韓国英字紙コリア・タイムスやサウスチャイナ・モーニングポストが報じていて、後者には私のコメントが掲載されています。
「日本に対してこうした(詐欺的)要求を続ける一方、韓国軍が80近い虐殺事件でベトナム一般市民8000人以上を殺害したことを認めないのは衝撃的な偽善だ」
と文在寅大統領を糾弾しました。

韓国の無視は徹底しています。大勢の一般市民を虐殺しておきながら、文在寅政権もそれ以前の政権も一度も公式謝罪していないのです。むろん韓国が大好きな「賠償」も一切していません。20年近く前から報道で知られているにも関わらず、ひたすら無視を決め込んでいます。
朴槿恵前大統領がアメリカを公式訪問した2015年10月、共和党のノーム・コールマン元上院議員がフォックスニュースに「朴大統領はベトナムでの韓国軍の性暴力を公式謝罪すべき」と題した論文を寄稿して話題になりました。今でも出ています。

トゥイエットさんが韓国兵にレイプされたのは14、5歳のときです。実家は韓国軍基地内で喫茶店を経営していたのですが、母親が買い物のため外に出ているときにレイプされました。それだけでなく母親も別の日にレイプされ妊娠しました。1975年に母親が病死したあと、トゥイエットさんは自分の子供だけでなく母親が生んだライダイハンの兄弟をも育てるため必死に働きました。「私の人生は困難の連続でした」と語るトゥイエットさんは、母親と自分への謝罪を韓国政府に求めています。彼女を支援するアメリカのNGO「ベトナムの声」は2015年10月19日、ワシントンDCの韓国大使館に29,000人が署名した謝罪要求を届けました。しかし無視されたままです。
当然のことながら文政権の康京和外相に報告がいっているはずです。しかし康外相は本年2月25日に国連人権理事会で演説し、慰安婦問題を次世代に伝えていくために、紛争地における女性への性暴力に関する国際会議を韓国政府主導で開催する考えを明らかにしました。
韓国兵にレイプされた本物の被害者女性を無視する一方、捏造した話で日本人を誹謗中傷し続けると宣言したのです。なんという鉄面皮ぶりでしょう!
ここで皆様にお願いがあります。ほんの少しだけお時間をください。全世界のニューヨーク国連代表部に、韓国軍レイプへの国連調査を要請するメールをお送りいただきたいのです。前回3月の呼びかけではジュネーブに駐在する各国外交官に送りましたが、今回はニューヨーク駐在の外交官が送り先です。両方に送ることで、各国の外務省に確実に報告がいきます。

I am writing to urge the UN to launch an investigation into sexual violence during the Vietnam War by South Korean soldiers.
Former UK foreign secretaries Jack Straw and Lord William Hague, and 2018 Nobel Peace Prize winner Nadia Murad are also calling for a full investigation. Jack Straw said at an event in the British Houses of Parliament: "I urge friends in the Republic of Korea to take note and for the United Nations to heed our request for an investigation. The victims of sexual violence and the Lai Dai Han deserve recognition and an opportunity to heal. We must demonstrate to the world the importance of following through on commitments to end sexual violence in conflict."

Between 1964 and 1973, some 320,000 South Korean soldiers were deployed to Vietnam to fight alongside the United States. The 'Lai Dai Han' are the thousands of dual heritage Korean-Vietnamese children born during the Vietnam War. Jack Straw serves as international ambassador for Justice for Lai Dai Han (JLDH), an organization that represents them and their mothers, of which 800 are still alive today, who allege that they were sexually assaulted or raped by South Korean soldiers during the War. South Korea has never recognised the allegations made against its troops and never investigated. Some of the women that allege they were raped were as young as 12 or 13 at the time.

The South Korean newspaper The Korea Times reported on January 2017: "According to a Vietnamese military report published in the 1980s, South Korean soldiers killed about 5,000 Vietnamese civilians. Some researchers speculate the number could be as high as 9,000. ... From Dec. 3 to 6, 1966, the 2nd Marine Division of Korea killed about 430 civilians in Binh Hoa, in Vietnam's south. Reportedly, more than half the victims were women and seven were pregnant. Among them were 166 children. "The sin, enough to reach the sky, will be remembered eternally," a monument erected in the village reads. Across Vietnam, around 80 monuments recall the wartime crime committed by Koreans. Scholars and journalists investigated the tragedy, and it came to light in 1999 through media reports. But Seoul has never apologized officially."
On October 2015 when the then South Korean President Park Geun-hye paid a state visit to the US, former US Republican Senator Norm Coleman, the current chairman of the Republican Jewish Coalition, wrote an op-ed titled "President Park should publicly apologize for South Korea's sexual violence in Vietnam" for Fox News but it has been ignored by the South Korean government.

Nadia Murad said: "As someone who has come to understand the importance of advancing and defending human rights, I am proud to be a voice for all victims of sexual violence in conflict. The Lai Dai Han have been living in the shadows of Vietnamese society for far too long. The victims and their families deserve to be recognised as we work together to achieve justice."
