★ 国連大使に問い質そう！
在宅ロビー活動にご参加いただいている皆様、先週注目すべき報道がありました。アフリカのアンゴラが、北朝鮮から軍事関連物資を入手しているというのです。もし事実なら、国連制裁破りの犯罪行為であり、決して許されません。制裁破りは拉致問題や核問題の解決を著しく阻害するものです。
ワシントン・フリービーコンやワシントン・タイムズが報じたところによれば、アンゴラは2011年以降北朝鮮から軍用パトロールボート18隻を購入し、今回エンジンや修理用部品4.5トンの供与を受けようとしています。受取人はMGA/FAAアンゴラという軍系企業です。担当している北朝鮮企業は、国連制裁対象の武器密輸会社・青松（チョンソン）連合の子会社で、現地代表は2008年以来アンゴラの北朝鮮大使館に勤務している金ヒョクチャン二等書記官です。
また計40人の北朝鮮軍事顧問団が、アンゴラの大統領親衛隊に小火器取扱いや格闘技を指導しています。

ちなみに北朝鮮がウガンダやタンザニアに対して行った同様の軍事支援は、国連安保理の専門家パネル報告書によって制裁破りであると結論づけられています。

This is an extremely serious allegation that could damage the reputation of Angola. I urge that the Angolan government investigate the allegation immediately and reports its findings to the Security Council Committee established pursuant to resolution 1718 (2006) .
I would also like to urge the Angolan government to sever ties with North Korea. On 2 May 2014, North Korea’s official Korea Central News Agency (KCNA) ran sickeningly racist articles and it clearly showed how they see most of the Angolan people. As CNN and The Telegraph reported, KCNA called President Barack Obama a “wicked black monkey” and wrote:
“Africa's national zoo will be the perfect place for Obama to live, licking breadcrumbs thrown by visitors.”
“How Obama looks makes me disgusted,”
“As I watch him more closely, I realise that he looks like an African native monkey with a black face, gaunt grey eyes, cavate [sic] nostrils, plump mouth and hairy, rough ears.”
“He acts like a monkey with a red bum, irrationally eating everything,”
"(President Obama) had a disgusting monkey look, even though he is wearing a fancy suit like a gentleman."

North Korea is killing half-Chinese children for racist reasons. According to the UN Commission of Inquiry report published last year, the North Korean authorities believe mixed race children contaminate the “pureness of Korean race” and a witness told the Commission: “guards put the baby in a bucket and took it away saying ‘the baby is not human’ and ‘[it] does not deserve to live because it is impure.’” (Paragraph 426)
Paragraph 432 stated: “In most cases, guards at the detention facilities in which repatriated persons are held force either the mother or a third person to kill the baby by drowning it in water or suffocating it by holding a cloth or other item against its face or putting the baby face down so that it cannot breathe.”

★ アメリカ国務省が北朝鮮秘密核施設に言及！ 政策変更か？
日本のメディアは報じていないようですが、アメリカ国務省は今月発表した「軍備管理・不拡散・軍縮の合意および公約に関する履行状況報告書 2015年版」で、北朝鮮が寧辺以外に秘密核施設を持っている可能性が高いことを公式に認めました。
「アメリカは更なる未確認核施設が北朝鮮に存在する明確な可能性があると信じる(The United States believes there is a clear likelihood of additional unidentified nuclear facilities in the DPRK.)」と記しています。下記でご覧いただけます。

昨年の同報告書には、秘密核施設に関する言及がなかったことを考えると、これは重大です。

秘密核施設を把握できなければ、交渉が無意味なのは自明です。アメリカが政策変更を示唆した可能性があります。
交渉経緯については、
「本報告書対象期間に米国は、北朝鮮が表明した非核化のため意味ある進展をさせるとの公約を前提に、6カ国協議再開に必要な状況を作る外交努力に応えるよう、一貫して求めた。しかし本報告書対象期間に北朝鮮が発表した声明や活動は、非核化のための意思や決意を全く示さなかった」
としています。全く進展なし、ということです。
そろそろアメリカも国際社会も、現実を直視すべきと思います。北朝鮮に核廃棄の意思はありません。話し合いで核廃棄が実現可能という幻想は、北朝鮮に時間稼ぎを許し、問題を深刻化させただけです。もしも北朝鮮の立場に立って体制存続だけを考えるなら、核兵器堅持は合理的判断なのです。北はよく分かっています。
核問題の解決方法は、国際社会が一致団結して徹底制裁をかけ、金正恩に「殺されるか核廃棄か」の二者択一を迫る以外にありません。解決が遅れれば遅れるほど、私たちが北朝鮮の核で殺される確率が高まります。

そして日本人拉致をはじめとする人道犯罪問題も、核・ミサイル問題と一体化して考える時期に来ていると思います。実はこれは、国連特別報告者の見解でもあります。本年1月にダルスマン特別報告者が来日したとき、私も国連大学で開催された会議に呼ばれましたが、ダルスマンさんは次のように述べていました。
「北朝鮮の人権問題は、国際安全保障と密接な関係があることが認識されるようになった。ある外交官から、６カ国協議と人権問題がどう関係してくるか質問を受けた。その質問は核心をついている」
「国連の高いレベルの機関で取り上げられるようになったことは、大きな変化である。この問題は人権という枠組みだけでは解決できない。広い視点から多角的に考え、戦略的なアプローチを構築していくことが重要。COI報告書の勧告のなかで重要なのは、戦略的アプローチを構築するよう求めた部分である」
北朝鮮に対しては、徹底制裁あるのみです。そして孫子の言葉を借りるなら「兵は拙速を聞く」です。急ぐ必要があります。私たち民間志士も、日本を守るため全力を尽くしましょう。
