在宅ロビー活動にご参加いただいている皆様、朗報です! 5月7日に自民党本部で古屋圭司・拉致問題対策本部長(前拉致問題担当大臣)に面会し、2月に政府に提出した「対北朝鮮送金全面禁止措置を求める要望書」について説明し、政府に提言してほしいとお願いしました。そうしたところ、自民党制裁検討プロジェクトチームで前向きに審議していただけることになりました! 古屋本部長とは30分以上話し込みましたが、烈々たる気迫に満ちていて、たいへん心強く思いました。

報道でご存知の方も多いと思いますが、自民党は北朝鮮制裁を検討するプロジェクトチームを作り、5月13日から毎週水曜日に会合を開いています。古屋本部長が顧問、塚田一郎先生が座長で、6月中に具体策をまとめて政府に提言します。北朝鮮から拉致「再調査」で誠実な回答が期待できない中、プロジェクトチームの提言内容は今後の制裁、ひいては北朝鮮の命運に決定的影響を及ぼします。
全面送金禁止要望書は飯塚繁雄さんが熱い期待を寄せ、家族会代表として賛同者に加わることを快諾されたものです。日本独自の措置としては、最も強力なものです。古屋本部長の力で、ぜひとも実現していただきたいと願っています!

★ アメリカも既に事実上の全面送金禁止!
カナダは2011年に対北朝鮮全面送金禁止・全面禁輸措置を発動し、国際社会の手本となっていますが、実はアメリカも事実上の全面送金禁止措置を施行しています。
アメリカは2008年に大統領令13446で厳しい対北制裁を発動させました。さらに2010年の大統領令13551で39号室や偵察総局を制裁対象に加え、2011年の大統領令13570で北朝鮮からの輸入を全面的に禁止しました。
そしてソニー・ピクチャーズへのハッキング事件を受けて本年1月2日、大統領令13687で北朝鮮政府・朝鮮労働党およびその支配下にある者すべてを制裁対象に指定し、取引を全面的に禁止しました。北朝鮮に独立した財閥はないことを考えると、これは事実上の全面送金禁止措置といえます。

こうした事実は、説明資料を添えて古屋本部長に何度もファックスで報告しています。古屋本部長は中学生のころ3年間アメリカにホームステイしていて、英語が堪能なうえ国際感覚があるので助かります。カナダ、アメリカに続いて、過去もっとも多額の核開発資金を提供してきた日本が全面送金禁止措置を発動できるよう、古屋本部長の手腕に期待です!
★ カタールが北朝鮮労働者を大量解雇!
さて、1月からマレーシアに、北朝鮮労働者の雇用をやめるとともに、北朝鮮関係を見直すよう要請してきました。はじめての方は、下記記事をご覧ください。

北朝鮮労働者の奴隷労働はいま全世界で問題になっていますが、今月に入って進展がありました。2022年FIFAワールドカップ開催に伴うスタジアム建設のため、北朝鮮から1000人以上受け入れてきたカタールが、大量解雇に踏み切りました。
アメリカ政府公式放送局VOAが入手した情報によれば、カタールの著名建設会社CDCと北朝鮮大使館員の間で5月3日に会議が行われ、CDC側が「北朝鮮監視員は奴隷労働者を1日12時間以上も働かせている。食事も基準以下だ。保健・安全に関する手続も日常的に無視されている」と抗議しました。CDCは全員解雇しようとしたものの、北朝鮮大使館員に泣きつかれて、結局半分の90人だけ解雇することになりました。

大量解雇はカタール当局の意向を受けたものと思います。会議の議事録には、CDCと当局の間で問題が起きたことが書かれています。またアメリカ政府公式放送局が議事録を入手している事実も、当局の意向を窺わせます。カタールが北朝鮮労働者雇用のリスクに気付いたのは、喜ばしいことです。
こうした事実は、マレーシアの判断に少なからず影響を与えるはずです。マレーシア与党には井の中の蛙的な人がいるようですが(なにしろ昨年11月に朝鮮労働党と合意覚書調印)、マレーシア外務省は国際社会の趨勢から北朝鮮リスクを正しく判断できるはずです。というより、CNNかBBCを見ていれば、余程のアホでない限り北朝鮮と関わることは自殺行為だと分かります。
ここで皆様にお願いがあります。ほんの少しだけお時間をください。昨年2月に引き続き、いま一度ナジブ・ザラク首相に直訴メールをお送りいただきたいのです。マレーシアが労働者を全員送還すれば、北朝鮮外貨獲得活動に大きなダメージを与えられます。

The condition of North Korean slave labourers is a major human rights issue and Qatar was severely criticised by the Guardian for what it called the use of “state-sponsored slaves”.

On 7 May, Voice of America, the official external broadcast institution of the US government, reported that a well-known construction company in Qatar fired almost half of its North Korean workforce for repeated violations of Qatar’s labour laws by the workers and inhumane treatment of the workers by their North Korean supervisors.

Minutes of meeting between North Korean officials and the construction company said: “All such actions have resulted in causing the Company great inconvenience with the local authorities.”
It seems likely that the Qatar authorities finally realised the reputation damage caused by the use of North Korean slave labourers.
As the US State Department Trafficking in Persons Report 2014 has made it clear, North Korean labourers sent abroad are “subjected to forced labor.”

It is in violation of ILO’s Forced Labour Convention (1930) , Declaration on Fundamental Principles and Rights at Work (1998) and Supplementary Convention on the Abolition of Slavery (1956) to use North Korean labourers, and payment to North Korea violates UN Security Council resolution 2094 (2013).
Malaysia is currently a member of the UN Security Council and expected to be a role model for the international community. Bulgaria, Czech Republic and Romania stopped their employment programmes for North Korean labourers as a matter of legal obligation and Malaysia should follow suit immediately.
The UN human rights investigator for North Korea said on 16 March he would probe allegations of an estimated 20,000 North Koreans working in slave-like conditions abroad.

I would also like to call on Malaysia to rescue its own citizens abducted by North Korea. According to UN Commission of Inquiry report on human rights in North Korea, on 20 August 1978, four Malaysian women and one Singaporean woman were kidnapped from Singapore. Two North Korean operatives claiming to be Japanese lured five women to a party on a boat and the boat was never seen again (paragraph 972 of the detailed findings report)

The Straits Times reported on 17 December 2005 that the Singapore Police Force termed the case one of their “worst unsolved crimes” and former detective Christopher Sng who investigated the case said “I believe they are alive (in North Korea) ... I hope they come back soon.”
